In prior interactions, Mr. Jarange had expressed pleasure and satisfaction with Chief Minister Eknath Shinde’s efforts. These efforts were centered around issuing a Gazette that would align with their demands. The quota activist was quoted as saying, “Our request has been accepted, and we will receive the letter from him.”

Significant Meeting

The meeting between Chief Minister Shinde and Mr. Jarange takes on a new layer of significance in the light of recent developments. The State government made public on Friday night a draft ordinance dealing with the Maratha reservation demands.

In line with Mr. Jarange’s demands, the government released this ordinance. The activist received a visit from government officials at his camp site the previous night.

Noteworthy Amendment

A noteworthy amendment to the Maharashtra Scheduled Castes, De-notified Tribes (Vimukta Jatis), Nomadic Tribes, Other Backward Classes, and Special Backward Category (Regulation of Issuance and Verification of) Caste Certificate Rules, 2012, is the introduction of the term “Sage-soyare”.

The term widely refers to relatives of the applicant’s father, grandfather, great grandfather, and previous generations. These relations are formed via marriages within the same castes.

Confirmation of relations with blood relatives through an affidavit would clear the path for officials to undertake field inquiries. These inquiries would be for verification of the application prior to the issuance of the Kunbi caste certificates.

In terms of the Gazette’s statement, the “Kunbi caste certificates shall be promptly issued upon confirming Kunbi record.”

Proposed Amendments

The amendments also cater to the issuance of Kunbi caste certificates to Maratha community members who have verified Kunbi records. Parameters for field inquiries to establish traditional marriages within the same caste have also been noted.

“Those seeking Kunbi caste certificates must provide proof of marriages within the same caste. After due verification, the relevant authority will issue Kunbi caste certificates to suitable candidates,” it was noted.

The proposed changes aim to enhance the efficiency and transparency within the caste certification process. This hope is to ensure a fair and straightforward procedure for all qualified applicants, according to the order.
